A consultant said Monday that Mitchell's water treatment plant needs significant maintenance to produce clean water in case of emergency.
Phil Gundvaldson, project engineer with Infrastructure Design Group, Inc., spoke to the Mitchell City Council during its meeting at City Hall. As a backup water supply source, the Water Treatment Facility near Lake Mitchell is a main concern, according to officials at the meeting.
"The condition of the water treatment plant is not able to produce water currently, and we want to explore some options that go into our supplemental supply," said Public Works Director Kyle Croce.
The discussion Monday was guided through a study conducted by two consulting firms, including Infrastructure Design Group, Inc., a Sioux Falls consulting firm, along with AE2S, an environmental and engineering consulting firm. Both have been working with the city to address potential solutions to establishing a reliable secondary water source due to the current backup water supply failures.
"The plant has been used seldom since the city has been contracting with B-Y Water District," Gundvaldson said. "It needs a lot of work to be done before it can become a reliable backup water source."
Mitchell's current primary water source is B-Y Water District with its treatment facility located in Tabor. According to Gundvaldson, there is a large pipeline starting in Tabor that transports Mitchell's water supply.
The study measures water capacity through million gallons per day (MGD). According to the study, the average daily demand for the MGD in the city of Mitchell is 1.9, but one of the goals from the study is to raise that figure to 2.14 by 2040.
Gundvaldson said Mitchell's water treatment plant has the capacity to produce 7 MGD, but he said it would take an investment in maintenance and staffing for the plant to even produce water, much less 7 MGD.
"It's so site specific, but you're looking for the capability to make sure the water supply is there during an emergency as a result of the failure of the system," Gundvaldson said.
Delvin DeBoer, special projects engineer with AE2S, is one of the partners assisting in the study and referenced a potential failure with the primary water source, using the B-Y water plant pipeline breaking as an example.
"We have this single pipe that's coming from B-Y, and if there is a failure in that pipe, what will it take to bring that pipe back to life and how long would it take to be fixed," DeBoer asked the council.
Using this as an example, DeBoer said it's imperative to provide a reliable backup that meets safe drinking water standards.
DeBoer provided some potential solutions that he and the city are exploring through the study, which includes utilizing future water source alternatives. Some of the alternatives DeBoer unveiled to the council were increasing capacity in the B-Y water system, updating Mitchell's Water Treatment Plant and using well sources.
"We're developing answers for the city to have the best possible backup water source, and we will continue to work alongside with our partners," DeBoer said.
The following items were approved at once during the consent agenda portion of the meeting:
• Approved the minutes of the March 3 council meeting.
• Approved department reports.
• Set the date for the following raffle permits: Davison County Democrats with a drawing to be held May 21, 2019; The Imagine Guild with a drawing to be held May 25, 2019.
• Authorized the city's request for a $2,000 grant from the South Dakota Department of Health for equipment to enable city employees to self-monitor their blood pressures.
• Set the date for the following bid opening: April 4, 2019 for the East Central Drainage Project No. 2018-39 to be held at City Hall in the City Council Chambers room.
• Approved March gas and fuel quotations.
• Approved March 18 pay estimates.
• Approved bills, payroll, salary adjustments and new employee hires.
The council considered the following items:
• Met with the traffic commission regarding James Valley Cycle Club parade permit request.

• Approved and awarded Spencer Quarries as recommended bid for rock chips project No. 2019-10, which will cost $33,250 for 2,500 tons.
• Approved and awarded bids for petroleum products project No. 2019-13: Item No. 1 petroleum products CRS-2-P emulsion from Jebro Inc. in the amount of $557.50 per ton in which the city will use 230 tons throughout 2019; Item No. 2 petroleum products crack sealer, which the city recommends Midstates Equipment and Supply in the amount of $1,028 per ton for boxed material and $996 per ton for unboxed material; Item No. 3 petroleum products CSS1H 75:25, which the city recommends Jebro Inc. in the amount of $372.50 per ton.
• Approved and awarded bid for dump truck chassis city project No. 2019-16 to I-State Truck Center.
