SPEARFISH (AP) - Opponents of plans by Spearfish city officials to annex more than a square mile of outlying land are pointing to a dispute over sewer backups to bolster their case.
Opponents say the sewer backup problems that have raised the ire of some residents show that the city can't maintain its current infrastructure, let alone expand it.
City Administrator Joe Neeb says that's a flawed argument. He tells the Rapid City Journal that the residents with sewer problems are scattered through a five-block area, and the city is taking steps to resolve the issue.
Residents will vote on the annexation of 658 acres of land during a special election Dec. 10. It was scheduled after residents in the annexation area who don't want to pay for city services submitted petitions.
