The Mitchell City Council will consider restructuring the Golf and Cemetery Department during Monday’s meeting, which would merge it with the Parks and Recreation Department.
As part of the restructuring, Mitchell Mayor Bob Everson is proposing to appoint Parks and Recreation Director Nathan Powell as the new Golf and Cemetery Director, giving him a dual role. The council will vote on the proposed changes during the 6 p.m. meeting at City Hall.
If approved, the reorganization of the Golf and Cemetery Department would allow the city to hire another full-time employee, who would solely focus on the city-owned Lakeview Golf Course, according to Everson’s memo to the council.
The proposed changes to the Golf and Cemetery Department come roughly a year after former Golf and Cemetery Director Kevin Thurman retired from the role, capping off a 38-year career. Since Thurman retired in the summer of 2020, Powell has served as the interim Golf and Cemetery Director.
According to Everson’s memo, the management staff believes that "the proposed reorganization would result in more efficient operation." Everson’s memo stated that the restructuring would decrease the number of managers in the department and add a full-time golf specialist with the knowledge and experience of working on a golf course.
Everson said the restructuring would also result in annual savings for the city, amounting between $42,444 and $63,953.

Approve automatic supplement to Parks Fund in the amount of $25,800, which will be used for installing new scoreboards along the softball and baseball fields in the Cadwell Sports Complex.
Approve automatic supplement to general fund in the amount of $70,000 from settlement proceeds with the former owners of the Crafty Fox building on Main Street.
Set the date for the following hearing: August 16, 2021 for a hearing on the application to transfer RB-3124 Retail (on-off sale) malt beverage and South Dakota Farm Wine License from XTREME Golf Inc. doing business as XTREME Golf Inc. to Jeremy Jensen doing business as Jensen Capital & Development, LLC, 968 N. Ohlman, in Mitchell, SD. This license will be inactive.
Approve special event permit for Kiwanis half marathon and relay on Oct. 3.
Approve change order No. 1 to First Rate Excavating, Inc. for East Central Drainage project.
Approve Aug. 2 pay estimates.
Approve bills, payroll, salary adjustments, new employee hires, authorization of recurring payments and other expenses.
Recite pledge of allegiance and receive invocation from Northridge Baptist Church.
