The Mitchell City Council will meet at 6 p.m. Monday and consider approving some facility upgrades for the Mitchell Fire Division’s second location on the north side of the city.

The rescue vehicles that are utilized by the Mitchell Fire Division are experiencing mold buildup due to the lack of heating and cooling systems in the building, according to City Engineer Joe Schroeder’s documents attached to the council agenda. Monday’s meeting at City Hall will be the first regularly scheduled meeting for the council since the cancellation of the Oct. 5 meeting.

The city is estimating the new HVAC system installation will cost $13,000. Paulson Air Heating and Cooling, of Mitchell, is the HVAC company the city is recommending the council approve for completing the work at the northside fire station that’s located just north of Airport Road and west of the Municipal Airport off Highway 37.

According to Schroeder, Paulson Air Heating and Cooling’s quote for the HVAC system came in at $11,325. But Schroeder’s documents explain that moving the HVAC unit from the proposed location would increase the costs in the amount of $1,200, which includes the need for installing a concrete pad to complete the project.

The project would require the city to utilize contingency funds in order to complete the HVAC project.

Last year the city planning commission and the board of adjustment approved the conditional use permit for an indoor recreational facility with the following conditions: a code review be completed and the applicants come back in a year for a review, which will be voted on Monday.

  • Hold hearing and take action on the following application: Oct. 19, 2020, Steven and Roberta McCullough’s application for a backyard variance of 1 feet vs. 5 feet, a height variance of 26 feet vs. 22 feet, and an oversize variance of 2,630 square feet vs. 2,000 feet as required for construction of a detached garage located at 103 N. Minnesota Street, legally described as lots 11, 12, and 13, block 90, Lawler’s second addition, in the city of Mitchell. The property is zoned R2 Single Family Residential District.

  • Hold hearing and take action on the following: Stacy and LaVonne Murtha’s application for a height variance of 25 feet vs. 17 feet as required for construction of a detached garage at 2700 Mentzer Court, legally described as lots 8, block 3, woodland heights first addition, in the city of Mitchell. The property is zoned in a Planned Development District.

  • Reconvene as City Council.

  • Approve awarding airport farm ground lease No. 20201-5 and airport pasture lease No. 2021-6, both for a duration of three years, extending from 2021 to 2023. City staff recommends awarding Nick and Doug Hohn’s bid to lease the farmland for three years at a cost of $442,824, and Josh Russel’s three-year lease that was bid at $3,333 for the pasture.

  • Consider approving $10,000 in contingency funds to Friends of Firesteel nonprofit organization that’s beginning a fundraising campaign for Lake Mitchell water improvement solutions.

  • Approve amendment to agreement No. A2020-10, the construction engineering services for Sanborn Boulevard Phases II and III with Brosz Engineering.

  • Approve Agreement No. A2020-39, the design and construction of landfill cell No. 4, contracted with Helms and Associates.

  • Approve Agreement No. A2020-40, the South Dakota Department of Transportation for pavement maintenance at the Mitchell Municipal Airport.
