The Mitchell City Council will consider approving an agreement at the 6 p.m. meeting on Monday that would call for an industrial cleaning company to improve a lift station.

According to City Engineer Joe Schroeder’s memo to the council agenda, the city is recommending to contract Hydro-Klean, of Sioux Falls, to complete the $90,400 improvement project to the North Foster lift station. The council will vote on the agreement during its regular scheduled meeting at City Hall.

Schroeder’s documents state the existing wet well is roughly 10 years old, and adding a new lining to the manhole in the lift station will extend the life of the structure. In addition, lining the manhole will reduce damage to the concrete that is caused by toxic gases.

According to Schroeder, the wet well will be installed with PVC liners. The city is providing a gravel base course for street crossings where temporary bypass pumping pipe crosses side streets, Schroeder wrote.

For the timeline of the project, Schroeder stated the work is scheduled to be completed in 2020.

  • Hold hearing and take action on the following application: Christ Duba, 113 W. Douglas Ave. legally described as the east half of lots 11 and 12, block 12, Van Eps first addition, in the city of Mitchell. Last year the city planning commission and the board of adjustment approved the conditional use permit for an indoor recreational facility with the following conditions: a code review be completed and the applicants come back in a year for a review, which will be voted on Monday.

  • Set the date for the following hearing: Oct. 19, 2020, Steven and Roberta McCullough’s application for a backyard variance of 1 feet vs. 5 feet, a height variance of 26 feet vs. 22 feet, and an oversize variance of 2,630 square feet vs. 2,000 feet as required for construction of a detached garage located at 103 N. Minnesota Street, legally described as lots 11, 12, and 13, block 90, Lawler’s second addition, in the city of Mitchell. The property is zoned R2 Single Family Residential District.

  • Approve closure of the Corn Palace Plaza parking lot for Mitchell CASA event on Oct. 17.

  • Approve amendment to agreement No. A2020-10, construction engineering services for Phases II and III of the Sanborn Boulevard Improvement Project that’s under contract with Brosz Engineering.

  • Approve authorizing Mayor Bob Everson to sign a grant application to the Department of Environment and Natural Resources Solid Waste Management Program for the construction of a new landfill cell.

  • Approve agreement No. A2020-39, design and construction of landfill cell No. 4 contracted with Helms and Associates.

  • Approve agreement No. A2020-40, South Dakota Department of transportation for pavement maintenance at the Mitchell Municipal Airport.

  • Approve agreement No. A2020-41, Fifth Avenue and Ninth Avenue reconstruction project contracted with McLaury Engineering.

  • Approve agreement No. A2020-43, fire station No. 2 HVAC improvements with Paulson Air. Contingency funds will be needed to fund the project.

  • Approve resolution No. R2020-52, railroad crossing flashing signals on Spruce Street.

  • Approve agreement No. A2020-31, an agreement with South Dakota Department of transportation for new railroad flashing signals on Spruce Street.

  • Approve resolution No. R2020-72, a plat of tract P, Wild Oak Golf Club Addition, a subdivision of irregular tracts No. 3A and No. 4, in the northwest quarter of section 23, township 103 north, range 60 west of the fifth prime meridian, Davison County.
