The city of Mitchell is seeking to extend additional services for the safety of animals.

Several critical animal rescue services that aren’t included in the city’s animal rescue agreement could be added to it during the 6 p.m. Mitchell City Council meeting on Monday at City Hall.

According to City Attorney Justin Johnson’s council document, helping aid the reclamation and adoption process, along with providing transportation for animals in certain circumstances are among the major services that the city’s agreement would include, should the council approve the resolution.

In Johnson’s letter to the council, he wrote, under the city’s contract with Lakeview Veterinary Clinic, Inc. -- the company that operates the city’s animal detention facility -- there are a number of services that aren’t required but would be beneficial for the safety of animals in the rescue process. In addition, Johnson’s council documents state Lakeview Veterinary Clinic is unable and doesn’t want to provide some of the services added in the new agreement.

According to Johnson, many of those services were performed by the Mitchell Animal Rescue without a formal agreement. Another service the agreement would include is the process of engaging in activities with the animals, which helps the health of the animals through socializing with them for future placement.

The city will continue utilizing the animal clinic, as the city recently renewed its contract with Lakeview Veterinary Clinic. The proposed resolution would essentially add the Mitchell Animal Rescue to the agreement for their supplemental services they could provide. The new contract with Mitchell Animal Rescue would cost the city $4,200 per year.

The proposed animal rescue agreement come roughly three months after a Mitchell woman was charged with numerous counts of animal cruelty for hoarding over 30 cats in her home. When authorities found the cats, it was reported they were suffering from sickness malnourishment.

Lastly, for each new animal, except detained animals in connection with hoarding or cruelty, along with animals who are detained for being wild, feral or vicious, the new agreement would mandate the Mitchell Animal Rescue post a photograph of the animal on social media, including information about the animal in efforts to allow the owner to claim the animal.

  • Approve Agreement No. A2019-45, Northwest Drainage Study, a drainage study for the city to examine three areas in the city, which will assist for future planning and identifying improvement projects for areas that frequently flood. The contractor would be McLaury Engineering, and the study would include evaluating areas from Eighth to 23rd avenues and Sanborn Boulevard to the railroad tracks. The study would cost the city $39,000.

  • Approve Resolution No. R2019-67, a plat of lot 20, block 6 of the Woods First Addition, a subdivision of the east half of the southwest quarter of section 23, township 103 north, range 60 west of the fifth prime meridian, city of Mitchell.
