Council to discuss Lake Mitchell Development strategy

The Mitchell City Council will consider approving the request of the master plan and economic study agreement as part of the Lake Mitchell Development strategy during Monday's 6 p.m. meeting at City Hall.

The Mitchell City Council will consider approving the request of the master plan and economic study agreement as part of the Lake Mitchell Development strategy during Monday's 6 p.m. meeting at City Hall.

The request includes a total of $119,700 for professional services with RDG Planning and Design.

Requests for proposals were sent to nine different firms, which included local planning firms.

Of the nine, only two firms responded with proposals. This proposal was selected by a committee that included the mayor, a city council representative and city staff.

The parks master plan indicated the need for a plan to enhance and improve Lake Mitchell resources before and after restoring water quality.

The economic impact of lake recreation and facilities will also be considered in the master plan, which the council will use to help make future improvements around the lake.

A committee will meet prior to the meeting:

• The Traffic Commission will review three requests. Justin and Janelle Thiesse request the speed limit be changed on Rowley Street to 25 mph all the way to Spruce Street. Dan Beukelman is requesting to change Second, Third and Fourth avenues from the current configuration to be two-way streets from Lawler to Minnesota Street. Kevin Adams from Dakota Wesleyan University Physical Plant is requesting consideration of adding a crosswalk from Koka Hall across Dakota Hall.

Hearings will be held on applications:

• Special event liquor licenses for: OverTime Steakhouse and Sports Bar for a special event liquor license for events on Sept. 21, Sept. 22, Sept. 28 and Sept. 29.

• Action to set date for Board of Adjustment hearing Oct. 10, 2018.

• Carol Ragle has requested a conditional use permit/home occupation/homeopathic treatment at 820 West Third Ave, legally described as Lot 11, Block 101, Lawler's 2nd Addition, City of Mitchell, Davison County, South Dakota. The property is zoned R2 Single Family Residential.

• Tami Dammann has applied for a conditional use permit/home occupation/pheasant cleaning business at her home located at 412 North Foster, legally described as Lot 1, Block 1, Bridle Acres Addition, City of Mitchell, Davison County, South Dakota. The property is zoned R2 Single Family Residential.

• Andrew & Kyra Mentele have applied for an oversize variance of 3,024 square feet vs. 2,000 square feet as required in order to construct a garage at 718 W. Norway, legally described as Lots 7, 8, and W 29' of Lot 9, Block 43, University Addition, City of Mitchell, Davison County, South Dakota. The property is zoned R2 Single Family Residential.

Reconvening as the Council:

• Action to approve agreement No. A2018-26, master plan & economic impact study.

• Action to accept Corn Palace Plaza project No. 2016-18 to Rexwinkel Construction on notice of acceptability.

• Action to award bid for East Havens Water Main Loop City project No. 2018-25, as staff recommends Menning Backhoe, LLC in the amount of $111,464.20.

• Hearing on proposed Resolution of necessity for 2017 construction projects and 2017 nuisance abatements.

• Action to approve Resolution No. R2018-50, a resolution authorizing an application for financial assistance, authorizing the execution and submittal of the application, and designating an authorized representative to certify and sign payment requests.

• Action to approve Resolution No. R2018-52, a resolution authorizing an application for financial assistance, authorizing the execution and submittal of the application, and designating an authorized representative to certify and sign payment requests.
