Council to consider approving project leaders for utility improvement plan along Lake Mitchell

The Mitchell City Council will consider approving an agreement on Monday that will select the contractor to design and provide construction services for a major utility project along Lake Mitchell.

During the 6 p.m. meeting on Monday at City Hall, the council will consider selecting Brosz Engineering to provide the design and construction services for the West Harmon Utility Improvement project, which will install approximately 3,850 feet of additional water and sanitary sewer utilities along a large portion of West Harmon Drive.

According to City Engineer Joe Schroeder’s documents in the council agenda, extending the water main on West Harmon Drive will help the city inch closer to having a “looped water main system” around Lake Mitchell. In addition, Schroeder said the project will potentially allow the elimination of septic tanks in the area where the project is being completed.

The agreement with Brosz Engineering includes a topographic survey, preliminary and final design, permitting, bidding and construction services. According to Schroeder, the work provided by Brosz Engineering is expected not to exceed $85,900.

On Monday, the council will establish the termination date for the citywide mask mandate that’s been in effect since Nov. 23, which is when the council officially adopted the mask ordinance.

The mask mandate that was narrowly approved by the council in a 5-3 vote requires all individuals inside every indoor building within city limits to wear a mask or face covering if they are unable to be at least 6 feet apart, along with several other exceptions.

As of now, the mask ordinance is set to expire after 60 days of its adoption, which would mean the termination date is Jan. 22. While the council will consider amending the termination date on Monday, the governing body has the authority to repeal the mask mandate at any time with a simple majority vote.

The following items will be considered as part of the consent agenda:

• Approve the minutes from the Dec. 7 City Council meeting, and the Nov. 23 special meeting.

• Approve the Nov. 23 Planning Commission meeting minutes, and Community Services Advisory Board minutes.

• Approve department reports.

• Approve automatic supplement to the library’s general fund in the amount of $20,000 from grant funds.

• Approve automatic supplement to the park fund for mosquito program in the amount of $12,500 from grant funds.

• Approve automatic supplement to the park fund for the Recreation Center’s $4,946.25 from grant funds.

• Approve automatic supplement to the sports complexes general fund for the Cadwell Bust in the amount of $15,700 from a donation of funds.

• Approve setting the city election to be combined with school election, which will be held on June 8, 2021.

• Approve 2021 insurance rates.

• Approve change order No. 4 for sidewalk project No. 201904, schedule E to top Grade Concrete, LLC.

• Approve the following raffle permits: Mitchell and Alexandria Pink Ladies with the drawing to be held on Feb. 6, 2021; Mitchell Community Scholarship Fund with the drawing to be held on Feb. 22, 2021.

• Set the date for the following hearings: Jan. 4, 2021, an application to transfer package (off-sale) liquor license PL-4700 from MAC Hotels Inc. doing business as thunderbird Lodge, located at 1601 S. Burr St. in Mitchell to tushar Shah doing business as Radhe LLC, located at 1601 S. Burr St.; Jan. 4, 2021, an application to transfer package (off-sale) liquor license PL-4686 from I Mart Stores LLC doing business as I Mart Stores USA, located at 512 S. Sanborn Blvd. to Mitchell IYS Ventures LLC doing business as I Mart Stores, located at 512 S. Sanborn Blvd.

• Approve gas and fuel quotes.

• Approve Dec. 21, 2020 pay estimates.

• Approve bills, payroll, salary adjustments, new employee hires, authorization of recurring payments and other expenses.

• Recite Pledge of Allegiance, hear invocation from First United Methodist Church, roll call, hear citizens’ input.

• Approve amending Resolution No. R2020-83, amending the termination date of the city’s mask ordinance.

• Hear update on COVID-19 impacts from Avera Health Dr. Hilary Rockwell.

• Approve 2021 and 2022 clubhouse manager agreement.

• Approve consulting services for preliminary conceptual design for Firesteel Park, following a dredging project.

• Approve lease for the Mitchell Regional Airport.

• Approve permanent easements for the Highway 37 and Minnesota Street light project.

• Approve Agreement No. A2020-49, for Mitchell shoreline restoration wetland delineation with Lund Engineering and Environmental, LLC.

• Approve Agreement No. 2020-50, for West Harmon Drive bridge wetland delineation with Lund Engineering and Environmental, LLC.

• Approve Resolution No. 2020-82, a resolution approving the 2021 compensation plan for the city of Mitchell.

• Approve Resolution No. R2020-84, a plat of lot 8-H, block 7 of westwood first addition, a subdivision of the southwest quarter of section 16, township 103 north, range 60 west of the fifth prime meridian, in the city of Mitchell.

• Approve Resolution No. 2020-85, a plat of lots 8-B-C-D-F, block 7 of westwood first addition, a subdivision of the southwest quarter of section 16, township 103 north, range 60 west of the fifth prime meridian, in the city of Mitchell.

• Approve Resolution No. R2020-86, a plat of lots 9-11 in tract J, Wild Oak Golf Club addition to the city of Mitchell.

• Approve contingency transfers, Resolution No. R2020-87.

• Approve Resolution No. R2020-88, a resolution amending the city’s rate structure and providing for a surcharge for sewer system improvements.

• Approve second reading of Ordinance No. O2020-15, supplemental appropriations.

• Approve second reading of Ordinance No. O2020-16, creating the Golf and Cemetery Board.
