The Town of Ethan board met in special session via phone conference call on March 31, 2020, at 6:50 pm. Trustees at City Hall were Lisa Hjellum and Nancy Schoenfelder while Jason Koch, Megan Perry and Gregg Thibodeau were via telephone as was Dave Duba. City personnel present in the office: Betty Raymond.
Chairman Hjellum called the meeting to order and led the Pledge of Allegiance.
All motions were unanimously voted as aye by roll call vote unless stated otherwise.
APPROVAL OF AGENDA:
Motion Thibodeau, second by Perry.
The Ethan Town Council met in a special session via a phone conference call and in person for the purpose of adopting an action plan for the Covid-19 pandemic. No minutes were reviewed and no claims were approved.
RESOLUTION:
Reviewed the COVID-19 Resolution and implemented some suggested changes. Resolution 2020-01 approved on motion by Thibodeau, second by Koch. Resolution will take effect immediately.
RESOLUTION NUMBER 2020-01
WHEREAS the Ethan Town Council has the authority pursuant to SDCL 9-29-1 to pass ordinance and resolutions for the purpose of promoting the health and safety of the citizens of Ethan, and
WHEREAS the Ethan Town Council being contacted by Davison County Emergency Management to consider following CDC guidelines concerning the COVID-10 virus that includes that all non-essential businesses, i.e. casinos, bars and restaurants, close to inside patrons, but allow for curbside service of food or off-sale alcohol if they have such a license, and that there will be no rentals of the Ethan Community Center and no use/rental of any facility in the Ethan City limits including all parks and playgrounds.
WHEREAS the Ethan Town Council is following the Executive Order issued by Governor Kristi Noem, until such time as determined by the CDC or the Office of the Governor, to be reevaluated if circumstances change, and
NOW THEREFORE BE IT RESOLVED by the Ethan Town Council that all non-essential businesses, i.e. casinos, bars and restaurants, close to inside patrons, but allow for curbside service of food or off-sale alcohol if they have such a license and the non-rental of the Ethan Community Center or gatherings larger than 10 people inside the city limits of the Town of Ethan effective immediately until such time as determined by the CDC or the Office of the Governor, to be reevaluated if circumstances change.
BE IT FURTHER RESOLVED by the Ethan Town Council that, pursuant to SDCL 9-19-13, this Resolution is necessary for the immediate preservation of the public peace, health and safety and welfare of the City and shall take effect immediately upon passage thereof and shall continue until such time as it is rescinded by the President of the Ethan Town Council when the emergency situation is declared terminated by the Office of the Governor.

LETTER TO BUSINESSES:
The letter to all Ethan businesses and organizations was discussed and will be sent. Also discussed how to close the park. It was suggested putting up caution tape as a deterrent and to notify the school asking for them to help get word out.
ELECTION:
Per new legislation recently passed, all elections have been postponed until June. The Ethan council election will NOT be held in April. Discussed the possibility of having the election in conjunction with the June primary election if approved by the county. Approved on motion by Thibodeau, second by Koch,
