The Town of Ethan board met in a special session on November 23, 2020, at 6:00 pm in the Ethan City Hall. Trustees present were Gregg Thibodeau, Jason Koch, Lisa Hjellum, Megan Perry and Bob Riggs. City personnel present: Betty Raymond and Dave Duba. Others present: Ray and Sam Beeson.
Chairman Thibodeau called the meeting to order and led the Pledge of Allegiance. All motions were unanimously voted as aye unless stated otherwise.
APPROVAL OF AGENDA: The agenda was approved on motion by Riggs, second by Koch.
CITIZEN INPUT: none.
OLD BUSINESS: none
NEW BUSINESS:
Mask requirements: Discussed what the town should do for mask requirements in light of other cities doing mandates. Since the town has no way to enforce a mandate, discussed distributing posters stating the Council's position. Also discussed closing the Community Center or limiting the number of people gathering there. Motion was made by Hjellum, second by Perry, to limit the number of people in the Community Center to 60 people per event and to ask businesses to put up the poster. This will be reviewed in approximately 30 days.
GPS Mapping: Dave asked that SDARWS help with mapping the curb stops. This will provide greater accuracy when trying to locate them and provide mobile access to the mapping. Approved on motion by Riggs, second by Koch.
EXECUTIVE SESSION (per SDCL 1-25-2, 1-4): none
The next board meeting will be December 14th at 6:00 pm. Motion by Hjellum, second by Perry, to adjourn at 6:30 pm.
