September 6, 2022 CALL TO ORDER Chairperson Bode called the regular meeting of the Davison County Board of Commissioners to order at 9:00 a.m. All members of the Board were present. Also present was Auditor Kiepke. PLEDGE The Pledge of Allegiance was led by Chairperson Bode. APPROVE AGENDA AS AMENDED Motion by Claggett, second by Blaalid to approve the agenda, as amended, for the September 6, 2022, meeting. All members voted aye. Motion carried. APPROVE MINUTES Motion by Claggett, second by Blaalid to approve the minutes of the August 30, 2022, meeting. All members voted aye. Motion carried. PUBLIC INPUT Steve Sibson appeared before the Board to speak about the CVR and election integrity. OPEN 2023 PROVISIONAL BUDGET HEARING Motion by Blaalid, second by Reider to open the 2023 Provisional Budget hearing. All members voted aye. Motion carried. ADOPT 2023 PROVISIONAL BUDGET Motion by Reider, second by Claggett to adopt the 2023 Provisional Budget. A roll call vote was taken as follows. Reider – aye, Claggett – aye, Kiner – aye, Blaalid – aye, Bode – aye. Motion carried. CLOSE 2023 PROVISIONAL BUDGET HEARING Motion by Reider, second by Blaalid to close the 2023 Provisional Budget hearing. All members voted aye. Motion carried. SET DATE AND TIME FOR SUPPLEMENTAL BUDGET HEARING Motion by Claggett, second by Blaalid to set September 20th, 2022, at 10:45 a.m. in the Commission Chambers located at 1420 North Main Street, Mitchell, SD for a supplemental budget hearing for the Public Safety Building $199,000, VSO $62,000, Jail $250,000, Fairgrounds $123,300 and to post the same. All members voted aye. Motion carried. CHANGE PER DIEM RATES Motion by Reider, second by Blaalid to change per diem rates according to ARSD 5:01:02:01, 5:01:02:14, 5:01:02:11 and 5:01:02:10.01, effect September 11, 2022. All members voted aye. Motion carried. ACKNOWLEDGE VOLUNTEERS Motion by Kiner, second by Reider to acknowledge volunteers for the month of September 2022, with a complete list on file in the Davison County Auditor’s office. All members voted aye. Motion carried. COMPROMISE LIENS Motion by Blaalid, second by Claggett to compromise CAA lien #14612 in the amount of $3,006.74 and #80459 in the amount of $4,213.88 due to bankruptcy as per the direction of Deputy States Attorney Taylor. All members voted aye. Motion carried. APPROVE NEW HIRE Motion by Kiner, second by Reider to approve the hire of Cristal Villalvaso at a full-time corrections officer at a rate of $20.31 as she has previous experience at the jail. All members voted aye. Motion carried. INTO EXECUTIVE SESSION At 9:35 a.m., motion by Kiner, second by Blaalid to move into executive session to discuss personnel as per SDCL 1-25-2, as requested by DOE Love. All members voted aye. Motion carried. OUT OF EXECUTIVE SESSION At 10:12 a.m., motion by Blaalid, second by Claggett to move out of executive session. All members voted aye. Motion carried.
