September 20, 2022 CALL TO ORDER Chairperson Bode called the regular meeting of the Davison County Board of Commissioners to order at 9:00 a.m. All members of the Board were present. Also present was Deputy Auditor Matthews. PLEDGE The Pledge of Allegiance was led by Chairperson Bode. APPROVE AGENDA AS AMENDED Motion by Claggett, second by Kiner to approve the agenda, as amended, for the September 20, 2022, meeting. All members voted aye. Motion carried. APPROVE MINUTES Motion by Claggett, second by Blaalid to approve the minutes of the September 6, 2022, meeting. All members voted aye. Motion carried. PUBLIC INPUT Steve Thiesse, a Davison County resident, appeared before the Board to discuss a notice he received from the Davison County Dept. of Equalization regarding the reclassification of his property. CLOSE HIGHWAY BID LETTING At 10:00 a.m., motion by Claggett, second by Blaalid to close Replacement & Approach Grading Bids for structure 18-030-144 and allow Civil Design, Inc. to review the bids before awarding at the next meeting on September 27, 2022. APPROVE AMENDMENT TO PICTOMETRY CONTRACT At the request of Planning & Zoning Director Bathke, motion by Kiner, second by Claggett to approve an amendment to the contract with Pictometry International Corp. approved at the June 7, 2018 meeting and dated June 21, 2018 for 2023, 2024, and 2025. The cost for the fourth flight is $80,535.00 over the three-year contract at $26,845.00 per year. With an agreement with the City of Mitchell to share costs, with their portion to be $10,032.50 per year. All members voted aye. Motion carried. ADOPT RESOLUTION TO SUPPLEMENT PUBLIC SAFETY BUILDING, VSO, JAIL, AND FAIRGROUNDS BUDGETS Motion by Claggett, second by Reider to adopt the following resolution to supplement the Public Safety Building, Veteran’s Service Office, Jail, and Fairgrounds budgets. A roll call vote was taken as follows. Reider-aye, Blaalid-aye, Claggett-aye, Kiner-aye, Bode-aye. Motion carried. Resolution #092022-01 Supplement County Public Safety Building, Veteran’s Service Office, Jail, and Fairgrounds Budgets Whereas, the Public Safety Building, Veteran’s Service Office, Jail, and Fairgrounds budgets are not sufficiently funded by the adopted 2022 annual budget to pay expenses for the remainder of the year 2022; and Whereas, SDCL 7-21-22 states that in the event of the passage and enactment of any law during a fiscal year and after the adoption of the annual budget for a following fiscal year, imposing some new obligation or duty upon a county, or in the event of the failure to provide by the final budget a sufficient revenue to enable the county to conduct the indispensable functions of government in any department, or to pay just obligations upon the county for the necessary conduct of the courts, or for the necessary aid and support of the poor or to discharge any duty which it is the lawful duty of the county to discharge, and of which requires the incurring of liabilities or expenditures of funds for a purpose or object for which no provision has been made in the annual budget for such fiscal year, and when such occasion arises the board must make, approve, and adopt a supplemental budget providing therein for an appropriation for such purposes in such amount as the board may deem necessary, and such budget shall set out in detail each item for which an appropriation is made and the amount to be appropriated for each item, with the time and place when the same will be considered and adopted by the governing board, shall be given in such manner as the board may determine, provided that the time fixed for considering and adopting the same shall not be less than ten days from date when such notice is first given; and Whereas, there was not sufficient appropriations included in the 2022 budget to pay all Public Safety Building, Veteran’s Service Office, Jail, and Fairgrounds Department expenses. Now, therefore be it resolved, that $634,300 from the General Fund Cash line item 10100A1010000 be supplemented to the Public Safety Building budget in the amount of $199,000, various line items, to the Veteran’s Service Office budget in the amount of $62,000, various line items, to the Jail budget in the amount of $250,000, various line items, and to the Fairgrounds budget in the amount of $123,300, various line items. APPROVE TRAINING REQUEST At the request of Sherriff Harr, motion by Kiner, second by Claggett to approve a training request for Sheriffs Deputy Lanning and Corrections Officer McDaniel to attend Court Sanctity Training in Sioux Falls, SD on October 10th and 11th, 2022. All members voted aye. Motion carried. ACCEPT HIGHWAY SAFETY GRANT At the request of Sheriff Harr, motion by Kiner, second by Blaalid to approve the acceptance of the Highway Safety Grant for FFY 2023 in the amount of $19,600.00, $10,000 for overtime worked, and $9,600 be used to purchase four radar units with an 80/20 split with a $3,400 cost to County. ACCEPT HOMELAND SECURITY GRANT At the request of Sheriffs Deputy Reitzel, motion by Blaalid, second by Claggett to approve the acceptance of the FFY 2023 Homeland Security Grant in the amount of $6,489.78 for 7 thermal printers and mounts, with $53.93 cost to the County. APPROVE EMPLOYEE CHANGES Motion by Claggett, second by Blaalid to approve a $.50 introductory wage increases effective September 3, 2022, for full-time Corrections Officers Mackenzie Cobb and Marcus Bruce, and part-time Corrections Officers Mark Zard and Mychal Deas. All members voted aye. Motion carried. Motion by Blaalid, second by Kiner to approve a $.50 introductory wage increase effective September 17, 2022, for full-time Highway Equipment Operator Scott Wengler. All members voted aye. Motion by Blaalid, second by Claggett to accept the resignations of full-time DOE Database Coordinator Sabrina Velin-Kraus effective September 8, 2022, and part-time Corrections Officer Haley Renberg effective September 13, 2022, and to advertise both positions. Motion by Blaalid, second by Claggett to approve a job reclassification for Corrections Officer Kyelle Herrick to move from full-time to part-time effective September 29, 2022. All members voted aye. Motion by Kiner, second by Reider to approve the hire of Rick Hornaman as full-time Public Safety Building Maintenance Technician effective October 3, 2022, at a rate of $18.00 per hour with a $.50 per hour increase after successful completion of a six-month introductory period. Motion by Kiner, second by Claggett to approve the hire of TJ Thomas as full-time Veterans Service Officer effective September 26, 2022, at a rate of $ 19.00 per hour with a $.50 per hour increase after successful completion of a six-month introductory period. Motion by Blaalid, second by Claggett to approve the hire of Stephen Laughlin as a temporary part-time Veterans Service Administrative Assistant effective September 26, 2022, at a rate of $17.00 per hour with a $.50 per hour increase after successful completion of a six-month introductory period. APPROVE OPERATING TRANSFERS As there is not enough cash in the Emergency Management Fund or the Highway fund for 2022, and it is allowable to do an operating transfer of cash from General Fund to other funds, motion by Reider, second by Kiner to transfer $1,885,423 from General Fund Cash 10100A1010000 to Emergency Management Fund Cash 2260041010000 in the amount of $28,012 and to Highway Fund Cash 20100A1010000 in the amount of $1,857,411.
