REQUEST FOR QUALIFICATIONS – AIRPORT ENGINEERING SERVICES The City of Mitchell, South Dakota, will accept statements of qualifications (SOQ) from qualified engineering firms for engineering services for proposed development on the Mitchell Municipal Airport, Mitchell, South Dakota. SOQ’s will be accepted until 1:30 PM on April 5, 2023, and are to be submitted to: Public Works Director, Joe Schroeder, City Hall 612 N Main Street, Mitchell South Dakota 57301. Please submit six copies for the selection committee. Engineering Services for the following projects listed on the CIP for a period of up to a maximum of five years from 2023 through 2027. • Design and Construct Hangar Taxilane Reconstruction (2024) • Design of Shift and Reconstruction of Runway 18/36 with Lighting Improvements, Connector Taxiway, Turnaround, Update Electrical Controls, and Beacon Replacement (2025) • Construct Shift and Reconstruction of Runway 18/36 with Lighting Improvements, Connector Taxiway, Turnaround, Update Electrical Controls, and Beacon Replacement (2026) • Design and Construction Apron Rehabilitation (2027/2028) • Design and Construction of Commercial Hangar Taxilane Expansion Area (2029-2033) • Pavement Maintenance – Apron and Taxilanes (2029-2033) • Runway 17/35 Parallel Taxiway (2029-2033) • Construction Midfield Taxiway (2029-2033) • Replace SRE (2029-2033) • Runway 12/30 Parallel Taxiway Rehabilitation (2029-2033) Statements of Qualifications shall set forth the qualifications, to accomplish planning services for the period of the years 2023 through 2027 at the Mitchell Municipal Airport. Firms shall demonstrate their qualifications by addressing the questions contained in the “Consultant Selection Criteria”. Copies of the “Consultant Selection criteria” for this airport project can be obtained at City Hall, Public Works Department in Mitchell, South Dakota. The selected firm is encouraged to obtain DBE engineering services or provide “Good Faith Effort” for this project. Upon receipt of Statement of Qualifications, the City of Mitchell, shall select the most qualified firm to perform the anticipated work. Selection will be performed in accordance with FAA Advisory Circular 150/5100-14E. Anticipated fees shall not be included in the SOQ, and each project will be negotiated with the selected firm following the selection period.
