Regular Meeting, Ethan Town Board, 8-8-2022 The Town of Ethan board met in regular session on August 8th, 2022, at 6:05 pm in the Ethan City Hall. Trustees present were Gregg Thibodeau, Bob Riggs, Raquel Nesheim, Jason Koch and Megan Perry. City personnel present: Dave Duba and Michele Pollreisz. Not present: None. Chairman Thibodeau called the meeting to order and led the Pledge of Allegiance. All motions were unanimously voted as aye unless stated otherwise. APPROVAL OF AGENDA: Motion passed to add Appointing Board seats to New business approved on motion by Perry, second by Nesheim. APPROVAL OF MINUTES: Minutes from the July 21st, 2022 meeting were approved on motion by Nesheim, second by Riggs. No Community Center minutes. FINANCIAL REPORTS: Finance Officer reviewed the financial reports from July 2022. PUBLIC WORKS REPORT: Discussed water loss report. SDARWS Assisted with cleaning out and exercising valves this past month, CITIZEN INPUT: None APPROVAL OF CLAIMS: Motion by Perry, second by Koch, to approve claims. General, sewer, water, preservation and community center funds * employee and board wages – board wages $230.87, Finance wages $2223.94; Public Works wages, 2828.42: Badger Meter $1008.16; Benders, cleaned lift station $516.00: Hanson Rural Water; water services $5277.50: Mikes Corner $125.58; Northwestern Energy, $1576.53: Runnings $266.24; Century Business Products, copier lease $87.06; QuickBooks Payroll Services $5052.36; SD Association of Rural Water Systems, dues $385.00; SD Dept of Health, testing $15.00; SD Dept of Revenue $117.10; SD Retirement, $741.48: USDA, loan payment $1023.00: USDA, loan payment $1023.00; Van Diest, Supply, mosquito spray $1250.00; Weber Sanitation, $1954.00: . OLD BUSINESS: Unlicensed Vehicles- Will be notifying citizens with unlicensed vehicles. Railroad Extension Project- Will be discussed further at next meeting. Cameras at the ECC- Will be installed as soon as possible. Helping with Horsepower on Sept 10th- Adding Touch the Trucks at EFD and Trap Club will be hosting a breakfast at Ethan Community Center. NEW BUSINESS: Board Seats- With no other nominations, Gregg Thibodeau will remain Council President approved on motion by Riggs, second by Perry. With no other nominations, Jason Koch will remain Vice President, approved on motion by Thibodeau, second by Nesheim. Second Reading of the 2023 Yearly Budget with no changes approved on motion by Nesheim, second by Perry. Executive Session: SDL 1-25-2 (1 & 4): The board entered into Executive session on motion by Perry, second by Nesheim at 6:55 pm. At 7:10pm session was declared over by Chairman Thibodeau. Personnel review: Motion by Riggs, second by Nesheim to increase wages by 5% for both Duba and Pollreisz. Dave Duba’s new wage will be $20.58 per hour and Michele Pollreisz’s new wage will be $16.80 per hour. Next regular board meeting is scheduled for Monday, September 12th, 2022 at 6:00 pm.
