Regular Meeting, Ethan Town Board, 2-22-2023 The Town of Ethan board met in regular session on February 22nd, 2023, at 7:00 pm in the Ethan City Hall. Trustees present were Gregg Thibodeau, Bob Riggs, Megan Perry, Raquel Nesheim and Jason Koch. City personnel present: Dave Duba and Michele Pollreisz. Also present: Ray and Sam Beeson and Jason and Arin Riggs. Chairman Thibodeau called the meeting to order and led the Pledge of Allegiance. All motions were unanimously voted as aye unless stated otherwise. APPROVAL OF AGENDA: Motion made by Riggs, second by Koch to approve adding Culverts under New Business. APPROVAL OF MINUTES: Minutes from the January 18th, 2023 meeting were approved on motion by Perry, second by Nesheim. Minutes from the January 24th, 2023 special meeting were approved on motion by Riggs, second by Nesheim. No Community Center minutes. FINANCIAL REPORTS: Finance Officer reviewed the financial reports from January 2023. PUBLIC WORKS REPORT: Discussed water loss report and snow removal. CITIZEN INPUT: Jason and Arin Riggs expressed their concerns on snow removal. APPROVAL OF CLAIMS: Motion by Riggs, second by Koch, to approve claims. OLD BUSINESS: Chickens- Discussed stipulations and tabled until the next meeting. Railroad Extension Project- Will continue looking for grant funding. Will also be reapplying this year. CLFRF grant- Will be purchasing a new John Deere tractor and trading our current tractor in. Shawn Jerke-New home- Discussed and tabled. Tractor- Will be arriving around the end of April 2023. Election- No election will need to be held. Vacant home utilities- Discussed and resolved. NEW BUSINESS: Ammo Box kitchen addition- Discussed and approved on motion by Riggs, second by Nesheim. Road salter/sander- Will be looking into purchasing used item to help with the issue of icy roads. Ticketing/Towing- Will be looking into ordinances held by surrounding communities and discussing an ordinance for vehicles not moved in a timely order during snow emergencies. Back taxes- Will be looking into properties that are behind on property taxes. Semi brakes-Will be contacting county/state regarding trucks using brakes as they are coming by town on Hwy 42. J Long Culvert- Tabled until Spring, when snow will be melting. EXECUTIVE SESSION: SDL 1-25-2 (1 & 4): None Next regular board meeting is scheduled for Monday, March 13th, 2023 at 6:00 pm.
