NOTICE OF PUBLIC HEARING for the MITCHELL WASTEWATER TREATMENT FACILITY PROJECT The City of Mitchell is seeking funding from the South Dakota Board of Water and Natural Resources for a project that will include, but is not limited to, major upgrades to the City’s Wastewater Treatment Facility Headworks and Equalization Basin, and the implementation of Non-Point Source Measures. The funds could be either a grant from the state Consolidated Water Facilities Construction Program or a loan from the Clean Water State Revolving Fund (CWSRF) Program. The City is seeking up to $18,789,000 from the CWSRF program and $2,042,000 from the Non-Point Source program. The expected loan term for the Clean Water SRF loan is 1.375 percent for 30 years. The Board of Water and Natural Resources may forgive all or a portion of the loan principal for the loan. The amount, source of funds, and terms will be determined by the Board of Water and Natural Resources when the application is presented at a scheduled board meeting. The purpose of the public hearing is to discuss the proposed project, the proposed financing, and the source of repayment for the loan. The public is invited to attend and comment on the project. The public hearing will be held in the Mitchell City Hall council chambers on May 16, 2022 at 6:30 PM.
