MT. VERNON CITY COUNCIL Special City Council Meeting Minutes September 21, 2022 A special meeting of the Mt. Vernon City Council was called to order at 5:00 pm by Mayor Weston Frank, with the following council members present: D. Anderson, C. Powell, D. Renken, S. Kayser, and R. DeKok. Also present: Finance Officer L. Mayclin and Maintenance Officer G. Deinert. FEMA representatives Harry Katz, Peter Reinhardt, and Madi Pluss and SD Office of Emergency Management representatives Blaire Jonas and Marc Macy were also in attendance. Pledge of Allegiance was recited to begin the meeting. All motions are unanimously approved unless otherwise noted. FEMA representative M. Pluss presented information on the upcoming FEMA map changes. There were discussions about mitigation and various forms of appeals. The city is interested in appealing and will look further into it. The deadline for appeal is the end of January. A letter of final determination will be expected in the summer of 2023. Early 2024 is when flood insurance will be required by mortgage companies for properties in the flood zone. There was a short recess from 6:15 to 7:00 when the community meeting began. The community meeting was attended by all those from the earlier community leaders’ meeting, as well as about 45 members of the community. Pluss went over a few items with the community, then yielded the floor to the public for questions and comments. Pluss also gave instructions on how to navigate the map online to better see which properties are affected and ways to appeal. After all questions and comments had been addressed, D. Anderson made motion to adjourn at 8:22 p.m., which was seconded by C. Powell.
