The regular meeting of the Mount Vernon School District 17-3 Board of Education was held on Wednesday, September 16, 2010, in the Mount Vernon School at 6:00 p.m. in the Afterschool room.
The Pledge of Allegiance was recited.
Ryan Youngstrom, Board Chairman, called the meeting to order with the following present: Deb Stoltz, Jeff Miiller, Craig Pickart, and Dale Larsch. Also present were: Superintendent/PK-5 Principal Patrick Mikkonen, Eric Denning-Principal 6-12, and Teresa Wessel, Business Manager.
All motions are to be considered unanimous unless otherwise stated.
Dale Larsch made a motion to approve the agenda for the September 16, 2020, meeting. Craig Pickart seconded. Motion 9-20-1
Jeff Miiller made a motion to approve the following minutes of the Mount Vernon Board of Education meeting: August 5, 2020 and August 10, 2020. Deb Stoltz seconded. Motion 9-20-2
Jeff Miiller acknowledged the minutes of the Mid-Central Cooperative meeting and CORE meeting. Deb Stoltz seconded. Motion 9-20-3
Craig Pickart made a motion to approve the following July 2020 and August 2020 financial reports:

Ryan Youngstrom made a motion to approve the September 2020 monthly claims. Jeff Miiller seconded. Motion 9-20-5
Patrick Mikkonen, Supt. and PK-5 Principal, reported on the following topics: : ADM 20-21, and update on the Back to School Plan, critical/essential staff need, CDC and DOH guidelines, PK program numbers, CRF money and CARES money update, Apptegy website update, and ELO services.
Eric Denning, Principal-Grades 6-12, reported on the following topics: Homecoming 2020.
Craig Pickart made a motion to approve every employee within the district plays an important function in the day-to-day operations, thus it is important to declare all employees critical infrastructure employees. School district attorney, Rodney Freeman, has made the recommendation to all of the districts he represents. By deeming all employees as essential, they will also receive some quarantine benefits, if they're considered a close contact. This motion is declaring all Mount Vernon School District employees as Critical Infrastructure Employees. Deb Stoltz seconded. Motion 9-20-6
Dale Larsch made a motion to approve that the Mount Vernon School District follow CDC/DOH recommendation to quarantine close contacts for 14 days from school based on legal counsel advice. Jeff Miiller seconded. Motion 9-20-7
Supt. Mikkonen gave an update on the HVAC installation of the needlepoint ionization system.
A discussion was held on a disclosure of conflict of interest. This is due to the law from HB 1214.
The 1st reading of the following policies was discussed: Section B: BDDH, BF, BDF, BFC, and BFCA.
Jeff Miiller made a motion to approve the 2nd reading of the following policies: BDDE, BDDEA, BDDE-E, BDDF, and BDDG. Dale Larsch seconded. Motion 9-20-8
Craig Pickart made a motion to approve the open enrollment form 9-20-1. Deb Stoltz seconded. Motion 9-20-9
Dale Larsch made a motion to approve the resignation received from Kristi Moody effective 9-15-20. This contract was for food service worker and concession stand advisor. The Mount Vernon School would like to thank Kristi Moody for her work at the school. Deb Stotlz seconded. Motion 9-20-10
Ryan Youngstrom made a motion to approve the following contracts: Debra Koch-food service-$13.20 per hour for 6 hours per day while school is in session, Kari Helma-food service-$13.20 per hour for 6 hours per day while school is in session, and Angela Feenstra-FTE-1 preschool sessions am and pm-$39370.00. Dale Larsch seconded. Motion 9-20-11
Ryan Youngstrom made a motion for the following resolution: Let it be resolved, that the School Board of Mount Vernon School District, after duly considering the proposed budget and its changes thereto, to be published in accordance with SDCL 13-11-2 hereby approves and adopts the levy requests as follows: General Fund-maximum levy per $1000.00 of ag valuation and $200,000.00 opt-out tax, Capital Outlay Fund-$630,000.00, and Special Education Fund-maximum levy per $1000.00 of total valuation. This includes the years July 1, 2020 through June 30, 2021. Jeff Miiller seconded. Motion 9-20-12
Ryan Youngstrom made a motion to approve the 2019-2020 audit to be done by Schoenfish & Co. Craig Pickart seconded. Motion 9-20-13
