The regular meeting of the Mount Vernon School District 17-3 Board of Education was held on Monday, December 14, 2020, in the Mount Vernon School at 6:00 p.m. in the Afterschool room.
The Pledge of Allegiance was recited.
Ryan Youngstrom, Board Chairman, called the meeting to order with the following present: Deb Stoltz, Jeff Miiller, Craig Pickart, and Dale Larsch. Also present: Superintendent/PK-5 Principal Patrick Mikkonen, Eric Denning-Principal 6-12, and Allison Sandland, Assistant Business Manager. Absent: Teresa Wessel
All motions are to be considered unanimous unless otherwise stated.
Ryan Youngstrom made a motion to approve the agenda for the December 14, 2020, meeting. Dale Larsch seconded. Motion 12-20-1
Craig Pickart made a motion to approve the following minutes of the Mount Vernon Board of Education meeting: 11-9-20. Deb Stoltz seconded. Motion 12-20-2
Craig Pickart acknowledged the minutes of the CORE meeting. Deb Stoltz seconded. Motion 12-20-3

Patrick Mikkonen, Supt. and PK-5 Principal, reported on the following topics: Abbott Binax Now tests, K-12 Winter Concert, an update on CDC/DOH covid-19 Close Contact procedure/mitigation strategies, thank yous, discuss Christmas staff recognition, DOE relief of compliance measures, and an update on the Governor's Budget Address.
Craig Pickart made a motion to allow each teacher to make his or her own decision on use of shields in the classroom. This directive may change if needed. Jeff Miiller seconded. Motion 12-20-6
Eric Denning, Principal-Grades 6-12, reported on the following topics: MVP Coop committee meeting update, SDHSAA Winter guidance for Covid-19, and an update on the schedule for semester tests for grades 6-12.
A discussion was held on a disclosure of conflict of interest. This is due to the law from HB 1214.
The 1st reading of the following policies was discussed: Section C: CA, CBA, CBB, CBC, CBG, and CBG-E1.
Ryan Youngstrom made a motion to approve the 2nd reading of the following policies: BHB, BHD, and BJ. Dale Larsch seconded. Motion 12-20-7
A discussion was held on a 2-year audit instead of a 1-year audit.
A discussion was held on expensing a dividend check from Northern Plains Insurance Pool.
The regular meeting of the Mount Vernon Board of Education will be held on January 11, 2020, at 7:00 p.m. in the Afterschool Room. Executive session will begin at 5:30 p.m.
Open forum.
Dale Larsch made a motion to enter executive session at 6:55 p.m. for a personnel matter-1-25-2-1. Deb Stoltz seconded. Motion 12-20-8
The Mount Vernon Board of Education exited executive session at 7:30 p.m.
Ryan Youngstrom made a motion to adjourn at 7:31 p.m. Jeff Miiller seconded. Motion 12-20-9
