MITCHELL SCHOOL DISTRICT 17-2 November 9, 2020
The regular meeting of the Board of Education was called to order by President Deb Olson at 5:00 PM at the Corn Palace 600 North Main Street, Mitchell South Dakota, Davison County.
Roll call of members present: Deb Olson, Neil Putnam, Matthew Christiansen, Lacey Musick, and Kevin Kenkel. Absent: None. Others present: Dr. Joseph Graves Superintendent, Steve Culhane, Business Manager.

Motion by Kenkel, seconded by Christiansen to approve the agenda as presented. Motion carried.
At this time the School Board recognized Amanda Hargreaves as the SD Teacher of the year. She will now compete for the National Teacher of the year.

Motion by Putnam, seconded by Musick to approve the consent agenda which includes the minutes of the regular board meeting on October 14, 2020. These minutes had been furnished to the Daily Republic in unapproved form all in accordance as per SDCL 13-8-35. Also on the consent agenda that was approved were the claims, and the personnel items.
New Classified Hires: Kari White, Food Service/SH, $13.00/hr., effective October 26, 2020. Christie Perry, Special Education ParaEducator/MS, $14.00/hr., effective October 22, 2020. Transfer: Christian Licea, Kitchen/LBW to Maintenance/Custodian/LBW, $13.10/hr., effective October 26, 2020. Resignations: Jormarie Reyes/Custodian/LBW, effective October 27, 2020. Diana Reiner, Administrative Assistant/LBW, effective November 23, 2020. MTC New Hires: Elijah Deneul, Substation Student Worker, less than 20 hrs./wk., $10.25/hr., effective September 14, 2020. Riley Zoss, Admission Representative, effective October 30, 2020.
Motion carried.
This was the time for public commentary and citizens of Mitchell spoke on the concerns of the mask mandate in the school system. Issues that were heard were health issues wearing the mask all day in school, school board has too much control, teachers are harassing students on how to wear the masks, the medical profession is being incentivized in doing more testing and concerns about Fast testing students in the schools.
After about 70 minutes of public commentary, the meeting continued with the agenda item of considering on whether or not the board should survey parents on their view of the current mask mandate.

Motion by Musick, seconded by Kenkel to not conduct a parent survey of parents on their view of the mask mandate. Musick indicated that public health should not be based on a popular vote. That we should listen to our public leaders and the medical community and they are all saying to mask up. President Olson said it is the goal to keep students in school, it is a safe place for students and their only meals of the day and E-Learning is the last resort. Motion carried with all board members voting yes on the motion.
The following bids were received for the MTC Fitness Center project:
BKM Construction, Sioux Falls for $269,000 & C. Eagle Construction of Woonsocket for $281,000.

Motion by Christiansen, seconded by Kenkel to approve on second and final reading new Board Policy 105 Title 1 Programming and Comparability procedures. Motion carried.
School Board members reported on the meetings they have attended since the last school board meeting.
There was not a report from the Superintendent.
There being no further business, President Olson adjourned the meeting at 7:45 p.m.
