April 4, 2023 CALL TO ORDER Chairperson Reider called the regular meeting of the Davison County Board of Commissioners to order at 9:00 a.m. All members of the Board were present. Also present was Auditor Kiepke. PLEDGE The Pledge of Allegiance was led by Chairperson Reider. APPROVE AGENDA Motion by Claggett, second by Nebelsick to approve the agenda, as amended, for the April 4, 2023, meeting. All members voted aye. Motion carried. APPROVE AMENDED MINUTES Motion by Claggett, second by Nebelsick to approve the minutes, as amended, of the March 21, 2023, meeting. All members voted aye. Motion carried. APPROVE PURCHASE As per the request of EM Deputy Director Wegleitner, motion by Blaalid, second by Claggett to approve the purchase of five AED’s at a cost of $7,275.00. All members voted aye. Motion carried. APPOINT SUBSTITUTE PLANNING & ZONING BOARD MEMBERS Motion by Claggett, second by Nebelsick to adopt the following resolution to appoint substitute Planning & Zoning Board members. A roll call vote was taken as follows. Claggett – aye, Nebelsick – aye, Kiner – aye, Blaalid – aye, Reider – aye. Motion carried. Whereas, the regular Planning and Zoning Board was appointed on January 10, 2023 as follows: Steve Thiesse term expiring December 31, 2023; Mike Blaalid term expiring December 31, 2024; David Anderson term expiring December 31, 2024; Lewis Bainbridge term expiring December 31, 2024; Chris Nebelsick term expiring December 31, 2024; Ray Gosmire term expiring December 31, 2024; Bruce Haines term expiring December 31, 2023; and Whereas, from time to time conflicts of interest arise requiring members to recuse themselves, that in order to preserve a quorum of the Planning and Zoning Board in the instances of recusal due to conflict of interest or other reasons, the Board of Commissioners finds it necessary to appoint substitute members, and under SDCL 11-2-2 the Board of Commissioners is authorized to appoint a commission of five or more members. Therefore, be it resolved that Josh Klumb, Tona Rozum, Paul Kiepke, Jerry Buchholz and Doug Molumby are appointed as substitute members of the Davison County Planning & Zoning Board to, from time to time as necessary due to recusal of any of the above named members of the Planning & Zoning Board due to conflict of interest or other absence, be drawn at random to serve in place of such recused or “conflicted out” members; and: It is further resolved that the term of appointment of Josh Klumb, Tona Rozum, Paul Kiepke, Jerry Buchholz and Doug Molumby shall run from the date of this resolution through December 31, 2023. APPROVE PURCHASE As per the request of VSO TJ Thomas, motion by Nebelsick, second by Blaalid to approve the purchase of a Lexmark XM3250 copy machine at a cost of $2,025 with a monthly maintenance contract of $3.20. TEN HOUR WORKDAYS FOR HIGHWAY PERSONNEL As per the request of Highway Superintendent Weinberg, motion by Claggett, second by Blaalid to approve four ten-hour work days for highway department personnel with the exception of office personnel who will continue to work five eight hour days in order to keep the office open, effective April 10th, 2023. APPROVE AUTOMATIC SUPPLEMENTS Motion by Claggett, second by Nebelsick to approve an automatic supplement of $1,008.40 to the auditor’s budget line item 4270/141 received from SDACO for NACo travel reimbursement. Davison County Proclamation National County Government Month April 2023 “COUNTIES RISE!” Whereas, the nation’s 3,069 counties serving more than 331 million Americans provide essential services to create healthy, safe and vibrant communities; and Whereas, counties fulfill a vast range of responsibilities and deliver services that touch nearly every aspect of our residents’ lives; and Whereas, Davison County and all counties take pride in our responsibility to protect and enhance the health, wellbeing and safety of our residents in efficient and cost-effective ways; and Whereas, under the leadership of National Association of Counties President Denise Winfrey, NACo is highlighting how “Counties RISE!,” demonstrating exemplary Resiliency, Inclusion, Solvency, and Empowerment; and Whereas, each year since 1991 the National Association of Counties has encouraged counties across the country to elevate awareness of county responsibilities, programs and services; and Whereas, Davison County takes pride in their infrastructure, balanced budget, integrity in the election process, the equalization process, the taxation process and staff.
