CALL TO ORDER
Chairperson Bode called the regular meeting of the Davison County Board of Commissioners to order at 9:00 a.m. Members of the Board present were Claggett, Kiner, Reider, Bode. Absent Weitala. Also present was Auditor Kiepke.
PLEDGE
The Pledge of Allegiance was led by Chairperson Bode.
APPROVE MINUTES
Motion by Kiner, second by Claggett to approve the minutes of the January 12, 2021 meeting. All members present voted aye. Motion carried.
PUBLIC INPUT
VSO Bennett recognized Jim Schorzmann as the most faithful Tuesday driver who has logged 2,000 hours with the DAV van. Bennett presented Mr. Schorzmann with a jacket for his service.
Commissioners Reider said that preparation is being made for COVID vaccinations for the next phase. He said things change day to day so he doesn't have a lot of information to share.
CONTINUE COVID PAY
Motion by Kiner, second by Claggett that effective January 23, 2021, the County provides the COVID-19 related paid sick leave as set forth in the FFCRA as extended through March 31, 2021, and excluding for extended family medical leave. All members present voted aye. Motion carried.
APPROVE INTRODUCTORY WAGE INCREASE
At the request of Highway Superintendent Weinberg, motion by Kiner, second by Reider to approve a wage increase of $.50 for Chris DeBoer, effective January 23, 2021 as he has completed his introductory period. All members present voted aye. Motion carried.
OPEN BID LETTING
At 9:30 a.m., motion by Reider, second by Claggett to open bid letting for Structure 18-070-153 for Replacement & Approach Grading. All members present voted aye. Motion carried.
AWARD RECOMMENDATION
As per Civil Design Engineer Chris Brozik, motion by Claggett, second by Reider to make a recommendation to award the bid to Prahm Construction, 1294 180th Ave., Slayton, MN 56172 pending approval from SDDOT. All members present voted aye. Motion carried.
CLOSE BID LETTING
At 9:40 a.m., motion by Claggett, second by Reider to close bid letting. All members present voted aye. Motion carried.
APPROVE INTRODUCTORY WAGE INCREASE
At the request of Corrections Administrator Radel, motion by Reider, second by Kiner to approve a wage increase of $.50 for Jon Bryant, effective January 23, 2021 as he has completed his introductory period. All members present voted aye. Motion carried.
APPROVE WAGE ADJUSTMENTS
At the request of Corrections Administrator Radel, motion by Reider, second by Claggett to approve wage adjustments of $.07 for Jack Aalbers, James Kropenske and Judy Keller effective January 23, 2021 as that will bring them in line with the new wage for 24/7 personnel. All members present voted aye. Motion carried.
APPROVE JOB RECLASSIFICATION
At the request of Corrections Administrator Radel, motion by Reider, second by Kiner to approve a job reclassification for David Suarez to move from part-time to full-time Corrections Officer, Step 1, effective February 5, 2021, with his wage to remain at $18.54. All members present voted aye. Motion carried.
APPROVE JOB RECLASSIFICATION
At the request of Corrections Administrator Radel, motion by Reider, second by Claggett to approve a job reclassification for Shawn Jerke to move from part-time to full-time Corrections Officer, Step 1, effective January 23, 2021, with his wage to remain at $18.04 until completion of a successful introductory period of which 498 hours will be credited towards. All members present voted aye. Motion carried.

APPROVE JOB PROMOTION

At the request of Corrections Administrator Radel, motion by Claggett, second by Kiner to approve a job promotion for Corrections Sergeant Ginger Faas to be promoted to Corrections Lieutenant, effective January 23, 2021, with a wage increase of $.50 and another $.50 after successful completion of her probationary period. All members present voted aye. Motion carried.
ADVERTISE FOR PART-TIME STAFF
At the request of Corrections Administrator Radel, motion by Reider, second by Claggett to allow Radel to advertise for part-time staff to replace the vacancies due to job reclassifications. All members present voted aye. Motion carried.
ADVERTISE FOR FULL-TIME FEMALE STAFF
At the request of Corrections Administrator Radel, motion by Reider, second by Claggett to allow Radel to advertise for one full-time female staff position. All members present voted aye. Motion carried.
INTO EXECUTIVE SESSION
At 10:33 a.m., at the request of States Attorney Miskimins, motion by Reider, second by Claggett to move into executive session to discuss legal matters as per SDCL 1-25-2. All members present voted aye. Motion carried.
OUT OF EXECUTIVE SESSION
At 11:40 a.m., motion by Kiner, second by Claggett to move out of executive session. All members present voted aye. Motion carried.
