CALL TO ORDER
Chairperson Bode called the regular meeting of the Davison County Board of Commissioners to order at 9:00 a.m. Auditor Kiepke took roll and all members of the Board were present telephonically, with the call in number and conference id noticed to the public. Also present was Auditor Kiepke.
PLEDGE
The Pledge of Allegiance was led by Chairperson Bode.
APPROVE MINUTES
Motion by Claggett, second by Kiner to approve the minutes from the March 31, 2020 meeting. A roll call vote was taken as follows. Claggett - aye, Kiner - aye, Reider - aye, Weitala - aye, Bode - aye. Motion carried.
REPORTS
Auditor Kiepke reported she has been working on issues for the primary election. The main push is for people to absentee vote by mail. Kiepke will also be working to find poll workers in the coming weeks. Chairperson Bode believes there may be some college students or teachers willing to work this year. Kiepke reported that the entire election will take place at the Fairgrounds this year in order to maintain control over safety precautions.
Chairperson Bode reported that she has had several teleconferences involving Governor Noem. She said they have been very informative. Bode also reported she has had a couple of teleconferences with the Work Comp committee she is part of.
Bode reminded commissioners that if they receive concerns or questions regarding roads in Davison County to please forward them to Highway Superintendent Weinberg.

OPEN HEARING FOR MALT BEVERAGE/SD FARM WINE LICENSES
At 9:55 a.m., motion by Kiner, second by Claggett to open the hearing to consider two applications for Jeff Bathke, DBA Bathke Properties for Retail Malt Beverage & SD Farm Licenses located at a Plat of Lot 18A in Tract L of Wild Oak Golf Club Addition in the SE ¼ of Section 23, T 103 N, R 60 W of the 5th P.M., Davison County, South Dakota. A roll call vote was taken as follows. Kiner - aye, Claggett - aye, Weitala - aye, Reider - aye, Bode - aye. Motion carried.
TABLE HEARING
Motion by Claggett, second by Kiner to approve applications contingent upon a plan being presented to determine if the location is suitable.
Claggett rescinded his motion. Kiner rescinded his second.
As there was not a plan presented to determine if the location of the applications was suitable, motion by Claggett, second by Weitala to table the applications and continue the hearing until April 21, 2020 at 9:15 a.m. A roll call vote was taken as follows. SIGN STRUCTURE HYDRAULIC ANALYSIS STUDY AGREEMENT
At the request of Highway Superintendent Weinberg, motion by Weitala, second by Reider to authorize chairperson to sign the Structure Hydraulic Analysis Study Agreement between Davison County and Civil Design, Inc. for structure #18-170-141 which is located 4.1 miles south and 1.5 miles east of Mitchell on 411th Ave., with a cost of $31,840. A roll call vote was taken as follows. Claggett - aye, Kiner - aye, Reider - aye, Weitala - aye, Bode - aye. Motion carried.
APPROVE BRIDGE REPAIR
At the request of Highway Superintendent Weinberg, motion by Claggett, second by Kiner to approve the repair of the bridge on 396th St. between 258th and 259th Ave. at a cost of $19,750 from Hollaway Bridge and Culvert, Inc. A roll call vote was taken as follows. Kiner - aye, Weitala - aye, Reider - aye, Claggett - aye, Bode - aye. Motion carried.
ACCEPT FUEL QUOTE
Motion by Kiner, second by Claggett to accept the lone fuel quote from Meyers Oil for 1,900 gallons of unleaded at $.7667 per gallon and 4,600 gallons of #2 dyed diesel at $1.26 per gallon. A roll call vote was taken as follows. Weitala - aye, Reider - aye, Claggett - aye, Kiner - aye, Bode - aye. Motion carried.
ACCEPT RESIGNATION
At the request of Corrections Administrator Radel, motion by Kiner, second by Weitala to accept the resignation of Corrections Officer Jessica Lopez effective April 30, 2020. A roll call vote was taken as follows. Kiner - aye, Weitala - aye, Reider - aye, Claggett - aye, Bode - aye. Motion carried.
APPROVE PURCHASE
At the request of Corrections Administrator Radel, motion by Claggett, second by Kiner to approve the purchase of a plexiglass safety shield for the 24/7 program to help prevent the spread of the COVID 19 virus, at a cost of $1,665. A roll call vote was taken as follows. Claggett - aye, Kiner - aye, Weitala - aye, Reider - aye, Bode - aye. Motion carried.
AUTHORIZE GRANT APPLICATION
At the request of Corrections Administrator Radel, motion by Reider, second by Weitala to authorize Radel to apply for a grant through the Bureau of Justice in the sum of $58,008. A roll call vote was taken as follows. Reider - aye, Weitala - aye, Claggett - aye, Kiner - aye, Bode - aye. Motion carried.
SHERIFF'S UPDATE
Sheriff Brink reported that his office is doing well and adjusting to the changes brought about by the pandemic. He said that in the jail Corrections Sgt. Faas has been getting trained and monitoring part-time hours in the jail. He stated that Corrections Officer Tuckerman has been monitoring training but has been out for a while. Corrections Officer LaFortune is monitoring supplies. In the jail they are promoting part-time corrections officers to full-time as needed.
Brink further reported that in the sheriff's office, Deputy Harr is scheduling deputies on a rotating basis.
Chairperson Bode asked Brink if they had right of refusal as far as inmates go. Brink responded by saying they take each potential inmate's temperature and try to assure they are not sick. Brink said right now they are seeing a lot of juveniles and mental holds.
Brink also stated the judges have been working very well with them in not incarcerating non-violent offenders at this time.
ADOPT RESOLUTION TO COMBINE PRECINCTS FOR PRIMARY ELECTION
Motion by Weitala, second by Kiner to combine precincts for the 2020 Primary Election. A roll call vote was taken as follows. Weitala - aye, Kiner - aye, Reider- aye, Claggett - aye, Bode - aye. Motion carried.

RESOLUTION COMBINING PRECINCTS
FOR 2020 PRIMARY ELECTION
And
WHEREAS, SDCL 12-14-1 provides for boundary changes of election precincts already established;
WHEREAS, it is more cost effective to combine precincts for the Primary Election; and
WHEREAS, per SDCL 12-14-4 in doing so shall not cause unreasonable waiting time for the voters.
NOW THEREFORE, BE IT RESOLVED by the Board of Commissioners of Davison County that the precincts will be combined to form six precincts as follows:
Precinct 1 (Rome & Tobin Townships and Ethan Town),
Precinct 2 (Baker, Blendon, Mt. Vernon & Union Townships and Mt. Vernon City), Precinct 3 (Badger, Beulah, Lisbon & Prosper Townships) and Precincts 4 & 5 (Mitchell & Perry Townships)
