Many sales-tax states, including South Dakota, are hoping their tumbling sales-tax revenues will prod Congress into finally allowing mandatory state taxation of purchases on the Internet.The Streamlined Sales Tax Governing Board, which includes South Dakota and 22 other states, is trying to revive old legislation that would authorize states to require sales-tax payments from “remote sellers” — companies that lack a physical presence in the state where the sale is made, such as some Internet and catalog retailers.
