OPINION: Proposed outdoor alcohol plan not simple

As with so many things, what sounds easy in theory is much more difficult in application. I want to begin by saying that I am in support of the idea of restaurants selling alcoholic beverages to their patrons who want to enjoy it outside in a cafe setting.
