Withdrawal from water district sent to voters in Hutch. Co.

OLIVET — Hutchinson County voters will decide Tuesday whether the county should withdraw from the James River Water Development District.
Two county residents say they believe the water district’s mission has changed from developing irrigation. When that failed, the emphasis shifted to alleviating the impact of flooding on landowners in the basin — an effort that Elmer Bietz, of Tripp, calls a hopeless dream.
