Two rescued after collapse of dam in Hand Co.

After four hours hanging from a tree as floodwaters rushed beneath his feet, Andy Brand was ready to give up. Brand, 27, and his friend Joey Casper, 26, were dangling from a tree after Rose Hill Dam, an earthen structure northwest of Wessington Springs in Hand County, gave way to floodwaters early Friday. “The water was rushing so fast,” Brand said from his mother’s home in Miller Friday night. “I couldn’t have lasted another 10 minutes.”
