Opinion: Real problem isn’t reserves; it’s inadequate school funding

Gov. Mike Rounds is scrutinizing school districts because reserve funds have grown over the past few years. The governor’s criticisms come, coincidently, as school districts are struggling financially to meet the changing needs of South Dakota’s students.
