Opinion: Is it a deficit city budget or balanced? You decide

We’ll, we’ve irritated some folks at City Hall with our story about the “deficit budget.” We reported that the budget recently approved by the City Council showed a deficit — until money from the reserve fund was used to bring it into balance. It was a factual story, true in all respects.
