Officials say they hope the change will ease the strain of a ballooning jail population without watering down the immediate consequence provision.
Under the new policy, those who fail a test in the state’s largest county will not be required to see a judge until their third failure. The first failure will result in a 12-hour jail stay followed by an automatic release. A second failure will require a 24-hour stay.
