Parents of the couple are Tom and Jean Starr, Mount Vernon; and Rod and Janet Kusser, Highmore.
Tomi is a 2001 graduate of Mount Vernon High School. She is a 2003 graduate of Mitchell Technical Institute with an associate’s degree in business software; a 2005 graduate of Dakota Wesleyan University, Mitchell, with a bachelor’s degree in business management; and 2009 graduate of DWU with a master’s degree in secondary education. She is a business/ computer teacher at Garretson School, Garretson.
Dusty is a 1999 graduate of Highmore High School and a 2001 and 2002 graduate of Mitchell Technical Institute with associate’s degrees in electrical construction and maintenance and SCADA. He is employed at Riggs Construction.
A June 9 wedding is planned in Mitchell.
