PIERRE (AP) — A South Dakota advisory panel is considering possible changes to South Dakota's unemployment insurance system.

The Unemployment Insurance Advisory Council will meet Monday to discuss some federal requirements designed to combat fraud in the program.

State Unemployment Insurance Director Pauline Heier says the proposed changes in South Dakota law would include a mandatory financial penalty for people who file fraudulent unemployment benefit claims. It also would deal with businesses who fail to respond to a state agency's request for information.

In addition, the proposed changes would require reporting rehired employees to a national directory.

Heier says the advisory council also will evaluate a mechanism used to apply a surcharge to businesses when the state unemployment insurance trust fund falls below a certain balance.
