PIERRE (AP) — A measure on billboards that has divided lawmakers between those for local control and those against city governments overruling state law has passed the Legislature.

The House has approved a bill that says municipalities can’t prohibit advertising that the state allows.
They can, however, set the brightness of lights on digital signs and their measurements.
