The Mitchell City Council will discuss the Mitchell Main Street and Beyond loan program at tonight’s meeting.
On Feb. 21, the council voted to match the $142,154 in MMS&B’s Main Street Revolving Loan Program.
Councilman Travis Carpenter made the motion to approve the loan in February.
“Personally, I think it’s a good idea,” Carpenter said then.
Jeff Logan, a member of MMS&B’s Economic Restructuring Committee, told the council the city money would not be placed at risk and would remain city funds that are used to assist downtown businesses.
The downtown fund was established in 1986 with grant money provided to the city by the late Gov. George Mickelson after the Dakota Pork plant bond was repaid. Currently, a maximum loan is $10,000 but that would be doubled under the proposed increase in the fund.
Under the new loan plan, downtown business owners who borrow the money will pay it back with 3 percent interest. There is no interest rate in the loan program now.
MMS&B’s goal is to boost the loan fund to $500,000, according to its leaders.
As the fund grows, business owners would be able to use the money for roof repair and fire safety as well as other upgrades, they said.
Tonight, the council is scheduled to discuss the dollar amount the city would loan, the interest rate, when the money would be due on the loan and city accommoda- tions for possible bad debts.
According to the agenda, council members can discuss “other provisions” they would like added to the contract.
The Mitchell City Council meets at 7:30 p.m. at City Hall Council Chambers, 612 N. Main St. The meeting is open to the public.

Hold a hearing on an application by Shannon Jones for a conditional use permit to operate a day care center in her home at 401 South Edmunds.
Hold a hearing on an application by Michelle Moller for a conditional use permit to operate a day care center in her home at 621 North Wisconsin.
Approve an extension of time period for the temporary BankWest building located at 1920 North Sanborn Blvd.
Set a June 6 hearing for hearing on the application of James Klinger for a variance to construct an extension to his garage at 1621 Westview Drive.
Set a June 6 date for a hearing on the application of Doug and Cindy Symes for a variance to construct a 28-foot by 30-foot garage at 107 South Harmon Drive.
Hold a hearing on the application of Daren Long on the matter of rezoning property described as Triple “D” Tract 1 at the northeast corner of South Mattie Street and East Havens Avenue.
• Once back in session, the City Council will:
• Hear the March report from the Finance Department and April reports from the Police and Fire Divisions, Mitchell Regional Ambulance, Parks, Recreation & Forestry, Lake Mitchell Advisory Committee, Palace Transit, Water Department, Airport as well as April building permits. It will hear a May report from Golf and Cemetery Department.
• Review the application of the Palace City Lions Club for a special event malt beverage license at Hitchcock Park on June 7 for the Tour de Kota event
• Consider the application of the Palace City Lions Club for a special event malt beverage license at the Horseman’s Sports Arena on July 14-17 for the Corn Palace Stampede Rodeo.
• Consider the application to transfer retail (on and off sale) malt beverage license(RB-2835) from Mitchell Men’s Softball Association to Hohn Partnership LLC, doing business as Platinum Players Club I, 719 North Sanborn Boulevard, Suite 1.
• Review the application to transfer retail (on and off sale) malt beverage license (RB-3434) from Hay Company, dba Sudz, to V.V. Inc., dba Sudz, 508 East Havens St.
• Consider applications for renewal of malt beverage and South Dakota farm wine licenses. A total of 31 on-sale and three offsale license renewal requests were submitted.
• Consider adopting Resolution 2911, a petition to vacate the public right-of-way in an alley between West Elm Avenue and West Fir Avenue. The petition comes from Gregory and Marjorie Tilberg, who said the alley is not being used and has no utility lines in it.
• Hold the second reading of and consider adopting Ordinance 2363, supplemental appropriations of $6,000 for computer software and hardware and $12,000 for sand, trees and sod for the golf course.
• Hold the first reading of Ordinance 2364, supplemental appropriations of $2,500 for utilities for a storage building for the Police Division, $17,000 for traffic signs, $2,500 for professional services for the Fire Division, $6,300 for bond fees and $1,750 for overtime at the airport.
• Set a June 2 date to consider bids for Cadwell Sports Complex repairs, City Project 2011-23, in the Council Chambers of City Hall at 1:30 p.m.
• Set a June 6 date for a hearing on the application of the Prehistoric Indian Village for a special event malt beverage license located at the Prehistoric Indian Village on June 18 for the Beach Boys concert.
• Review a list of workers for the June 7 city election.
• Recognize RSVP volunteers Al Andera, George Breidenbach, Darwin Buus, Alice Claggett, Gladys George, Dean Minder, Ken Recker, Ben Thompson, Paul Thompson, Jerry Weber and Pam Wolff for insurance purposes.
• Approve these pay estimates:
South Side Water Tower Project 2009-30 contracted to SPN & Associates. Pay estimate 18 in the amount of $5,233.10.
Lawler Street utilities project 2010-2B contracted to SPN & Associates. Pay estimate 8 in the amount of $727.70.

The Traffic Commission will meet at 6:40 p.m. to discuss requests for the Heart & Sole Cancer Walk/Run Committee, the Outkast Car Club, the Corn Palace decorating crew, the Corn Palace Stampede Rodeo Committee and the Prehistoric Indian Village and to consider creating a restricted parking zone on Oakmond and Kimball going south on the east side of Kimball 54 feet from the Oakmond Avenue intersection.
