Proposed TIF district will be discussed by planners today

A proposed tax increment financing district in Mitchell will be discussed during a Planning and Zoning Commission meeting today.

A proposed tax increment financing district in Mitchell will be discussed during a Planning and Zoning Commission meeting today.

The district’s plan was submitted by ProBuild of Mitchell, formerly United Building Center. It was reviewed by the Tax Increment Financing Review Committee on Nov. 30.

A TIF is a development plan that uses revenue from future taxes on improved properties to pay for public improvements. This proposed TIF has been termed District 15 in Mitchell.

The developers are proposing a 16.5-acre development split into 44 lots in the Lakeview Second Addition. The project would be divided into two phases. The project is in the northwest section of the city and is located south of the Lakeview Municipal Golf Course.

The TIF committee voted to forward the proposal to the planners. City Planner Neil Putnam cast the sole no votes during the meeting, voting that the property did not meet the definition of blighted and also voting against forwarding to the Planning and Zoning Commission. Putnam attends the planners’ meetings as a staff member but has no vote.

The Planning and Zoning Commission will also review the plat for the Firefly Landing Addition. Putnam said the plat is being redrawn.

The county planners have already approved the new plat, which is for land outside the city limits. However, any plat within three miles of the city must be reviewed by the Planning and Zoning Commission.

The planners will review a plan by Thirsty’s to build an enclosed steel structure for smokers and examine an awning for a door for Sneaker’s Casino that would give smokers a covered place to stand outside. State law now forbids smoking inside most businesses, including bars. Any construction in some of three city’s commercial districts must be approved, according to Putnam.

The commissioners will also examine a request for a conditional use permit from Bruce Trebil to operate a small engine repair business at 514 W. Ash Ave.

The planners meet at noon at City Hall. The meeting is open to the public.
