PIERRE (AP) — The South Dakota House has defeated two measures regarding the state's participation in a convention to amend the U.S. constitution.

An initiative to call a convention to propose an amendment requiring a federal balanced budget was rejected on a 28-42 vote. Supporters say the resolution is a way to address the federal deficit. Opponents say they fear a runaway convention that would address other issues.

Another proposal concerning such convention failed on a 33-37 vote. That measure would have barred delegates from voting on any amendments not authorized by the state Legislature. One critic of the proposal says the state does not have authority to limit the convention.

To call a convention, 34 states would have to apply. To adopt a constitutional amendment, 38 states would have to concur.
