ND governor signs 'fetal pain' measure

BISMARCK, N.D. (AP) -- Republican Gov. Jack Dalrymple signed into law a measure that outlaws abortions after 20 weeks of pregnancy based on the disputed premise that at that point a fetus can feel pain.
