Mitchell man charged with failing to register as sex offender
A Mitchell man was arrested for failure to register as a sex offender and for residing in community safety zones.
Phillip Little Hoop, 31, was convicted of sexual abuse of a minor in December 2008. He moved to Mitchell in September, according to court documents, but did not register within the required three days of moving.
He allegedly told police he has lived at three different residences since then, each of which were inside community safe zones, which is within 500 feet of schools, public parks, public playgrounds or a public pool.
He is charged with three counts of residing in a community safety zone for having lived at three places prior to being arrested, according to court documents.
Each of the charges against him carries a maximum sentence of two years in prison and a $4,000 fine.
