LETTER: Health care act funding must come from House
To the Editor:
Some in Congress support defunding the president's health care reform law via the U.S. House of Representatives. They argue that, if the House refuses to approve spending to implement the law, the Senate will not be able to add spending later but will be forced to choose either a government shutdown or approval of a bill without Obamacare funding.
From the Constitution we read, "All bills for raising revenue shall originate in the House of Representatives; but the Senate may propose or concur with amendments as on other bills."
