PIERRE — The White House has issued a proclamation as a mark of respect for the victims of the tragedy at the Washington Navy Yard.

President Obama calls for the flag of the United States to be displayed at half-staff until sunset on Friday and he has invited Governors of the United States to join in the observance.

At the President's request, Gov. Dennis Daugaard asks that all flags in the state be flown at half-staff starting today through Friday in honor of those who lost their lives.
