PIERRE -- The state House of Representatives voted in support Wednesday of South Dakota moving ahead on an electronic titling system for motor vehicles.

Rep. Kyle Schoenfish, R-Scotland, explained the bill. No other legislator spoke. The vote was 69-0.

HB 1043 had received the unanimous endorsement of the House Transportation Committee on Tuesday.

Speaking in support at the committee hearing were Deb Hillmer, director for the state Division of Motor Vehicles, and Lindsey Riter-Rapp, lobbyist for the South Dakota Independent Auto Dealers.

DMV is setting the foundation for the electronic system. The first phase would track a vehicle from the manufacturer to the dealer to its first sale. Hillmer said she is working closely with new-car dealers.

"Will it happen in the next year? No," Hillmer told the committee. She said there will be further legislation in 2014 or 2015, depending upon the test project results.

Participating in the pilot project are South Dakota, Texas, Virginia, Wisconsin, Arizona, California, Florida, Iowa, Maryland, Vermont, Pennsylvania, South Carolina and Delaware.

Hillmer said every dealer who sells at least 15 vehicles annually is already online in South Dakota, and an electronic lien system is in place.
