SIOUX FALLS (AP) -- Some business owners on downtown Sioux Falls' east bank are concerned about three summer power outages.

The Argus Leader reports that the business owners are wondering if there's enough capacity to serve the growing area.

But Xcel Energy says the outages can be explained and are not the result of an overload.

The greater downtown area will be served by a new substation with greater capacity within the next few years.

Jim Wilcox, an Xcel principal manager, says Xcel has begun grading work on land at the old stockyards site, and the utility is acquiring easements to string power lines to and from the site south of Rice Street.

He says the current substation is constrained by size and a little cramped, but there is enough capacity.
